NC ECHO removed and DPLA added

As part of the NC LIVE server migration, the legacy site NC ECHO was sunsetted. As approved by NC LIVE's Resource Advisory Committee, NC ECHO has been replaced on NC LIVE's Browse A-Z page with Digital Public Library of America (DPLA), which offers access to more heritage institutions' collections in one place.
 
NC LIVE's NC ECHO url now redirects to DPLA. This change was approved as part of NC LIVE's removal of 38 free resources which occurred last week.
 

Action is required:

If you list NC ECHO in your systems, please update the name and description. Below is the name, URL, and a suggested description for DPLA.
